Strategy 2010, the planning tool that will guide all of the International Federation's actions from the years 2000 to 2010, defines the mission of the Federation:

to improve the lives of vulnerable people by mobilizing the power of humanity

The Federation is part of the International Movement of Red Cross and Red Crescent Societies, whose purpose is embodied in its Constitution and the Fundamental Principle of Humanity: to prevent and alleviate human suffering wherever it may be found, to protect life and health and ensure respect for the human being.

The first part of the mission statement, 'to improve the lives of vulnerable people', captures these objectives while adding a dimension of capacity building, sustainability and dignity.

The Federation works through 'mobilizing the power of humanity' to provide support and solidarity. National Societies are open to all individuals, who can find in the Red Cross/Red Crescent a 'space' in which to come together to exercise their responsibility to assist others and find solutions to community problems. The mobilization of beneficiaries, volunteers and donors is the manifestation of that responsibility. By working in this way – 'mobilizing the power of humanity' – the Red Cross/Red Crescent empowers people and promotes cooperation and lasting peace.

Strategy 2010 defines three strategic directions:

  • National Society programmes are responsive to local vulnerability and focused on the areas where they can have greatest impact. The collective focus will be on four core areas:
    1. Promoting the Movement’s Fundamental Principles and humanitarian values.
    2. Disaster response.
    3. Disaster preparedness.
    4. Health and care in the community.
  • Well-functioning National Societies that can mobilize support and carry out their humanitarian mission, contributing to the building of civil society.
  • The Red Cross/Red Crescent and its supporters work together effectively, through programme cooperation, long-term partnerships and funding, as well as more active advocacy.
